Mapped current governance; more than 20 entities with roles across policy making, planning and regulation, often overlapping and lacking coordination; Economic regulations misaligned and responsibilities misallocated across entities

Identified current issues and derived recommendations including but not limited to:

Strategic planning for the urban transport sector was lacking with a lack of intermodal integration and unified tickets

Major public transport operators had an inherent conflict of interest as regulators

Weak enforcement / monitoring scheme aggravated problems, caused by limited capabilities and traffic schemes

Partnered with a legal firm to review all transport related laws and regulations; Identified policy making, planning, regulation, legislative gaps for transport modes

Review of current urban public transport sector governance

Development of solutions for city’s urban transport governance fragmentation, non-integration and inefficiency of modes

Addressing supply gaps causing socioeconomic / env. Problems (congestion, low safety, inefficient subsidies and pollution)

Derived recommendations for transport governance by benchmarking governance in 6 countries and addressing gaps

Defined the vision, mission, functional, geographical and modal scope, required regulatory changes; designed operating model, governance and funding methods
